Three armies of Field Marshal Sir Douglas Haig, the commander of the British Expeditionary Force (BEF) were in the Arras sector, the Fifth Army (General Hubert Gough) in the south, the Third Army (General Edmund Allenby) in the centre and the First Army (General Henry Horne) in the north and the plan was devised by Allenby. In December 1916, the training manual SS 135 replaced SS 109 of 8 May 1916 and marked a significant step in the evolution of the British Expeditionary Force (BEF) into a homogeneous force, well adapted to its role on the Western Front. The duties of army, corps and divisions in planning attacks were standardised. Armies were to devise the plan and the principles of the artillery component. Corps were to allot tasks to divisions, which would then select objectives and devise infantry plans subject to corps approval.
